To begin setting up the voucher, go to admin, expand "Site Configuration" and select "System Configuration". Shipping Settings. Enter the Country and the Service code ( see Shipping) valid for Free Shipping.

Create new record for each country, shipping code". This will help remind you as to what needs to be placed into the system config data entries. For System Config Data 1, you need to use the country name that is used in "Delivery Charges" under "Shipping". For System Config Data 2, you will need to enter the service name for the type of shipping the users will receive the discounted shipping for, to find this name go to "Service", under "Shipping" in the admin screen.
Once you have completed filling in the information for this promotion in system config (if this voucher will cover multiple countries and shipping services you will need to setup multiple entries.) you will now need to setup the voucher code.
To begin setting up the voucher, go to "Pricing and Promotions" in admin and select "Promotions", create a new promotion entry, then go to your new promotions "Criteria" and begin setting up a new one.
Give the criteria a description, set the "Free shipping promotion" and "Voucher promotion" fields as Yes.
For the promotion type you will need to set which products this will be applicable too.
For Customer type you will need to set which customers will have this voucher available to them.
This will be all you need to setup for the criteria.
Now go back to the admin screen, expand "Pricing and Promotions", select "Promotion Voucher" and then select new. For "Voucher Code", enter the code users will be using in the basket. "Promotion Header", here the description name you entered for the criteria will be displayed inside a list of all the vouchers you have setup so far in promotions, select this. For "Maximum Uses Voucher" and "Maximum Uses Customer" enter how many total uses and per customer uses this voucher will have, and finally set whether this promotion will be applicable along side other promotions.
Once you have done this save the "Promotion Voucher" and at this point you will need to go back to "Promotions", there you will need to finish up by pressing "Update Promotion Product", your voucher will now be live.
